Heluna Health Welcomes Three New Members to Its Board of Directors 

Heluna Health is thrilled to announce the appointment of three new members to its board of directors. New directors Linda Baltes Mansolillo, Dr. Fred Kwong, and Tamyra Porter bring deep expertise in public health leadership, financial oversight, and cybersecurity to the organization’s governance team.

We look forward to the insight and guidance they will bring as we chart our path forward.” 

Linda Baltes Mansolillo brings nearly 25 years of experience across healthcare, life sciences, and public health, combining private-sector commercial leadership with nearly three decades of military public health service. She is CEO of Elevate BioStrategies and has held senior leadership roles at Foundation Medicine (a Roche company), GRAIL, Illumina, and Roche Diagnostics. A retired U.S. Air Force Reserve Lieutenant Colonel, Baltes Mansolillo led medical-readiness and disaster-preparedness missions across six continents and serves on The Broad Stage board. She holds an Executive MBA from the University of Southern California and a Bachelor of Science in chemistry from Texas A&M–Corpus Christi. 

“Public health has consistently guided my career, from working in clinical laboratories to leading in genomics, diagnostics, and AI-powered medicine,” said Baltes Mansolillo. “Serving on the Heluna Health board now feels both urgent and intentional. The communities this organization serves need a public health infrastructure that is not only resilient but also reimagined, and I believe the intersection of technology, data, and community trust is key to that transformation.” 

Dr. Fred Kwong is Vice President and Chief Information Security Officer at DeVry University, where he leads enterprise cybersecurity strategy, governance, and risk management. With more than 20 years of experience spanning higher education, financial services, healthcare, and insurance, Kwong previously served as Chief Information Security Officer at Delta Dental Plans Association. He holds a doctorate in organization development from Benedictine University, an MBA in management information systems, and industry certifications including CISSP, CISA, and CISM. 

“What appeals to me most about Heluna Health is that its mission is both ambitious and very practical: improving the health and well-being of communities,” said Kwong. “Public health can sometimes feel abstract until you look at what it actually means — healthier children, stronger families, safer communities, and better outcomes for people who might otherwise fall through the cracks. That work matters now more than ever, as communities face health disparities, workforce challenges, and rapidly changing technology. That’s what attracts me to Heluna Health: it doesn’t just talk about improving public health, it helps make the programs and infrastructure behind it actually work.” 

Tamyra Porter brings over 25 years of experience in healthcare consulting, with a career focused on supporting public health programs administered at the state level. She has worked with over 40 states and six federal agencies, spanning Medicaid Health Plans, school-based health programs, and housing authorities. Her expertise includes procurement, grants administration, and waiver financing across child welfare, mental health, and maternal and child health. Her passion for supporting people and communities is personal, too — she has directed youth programs for over 15 years. Porter graduated Magna Cum Laude from the University of North Carolina School of Public Health.
